PURPOSE: To connect a belt-like material in a simple constitution by forming a splice member of a cylindrical tube, cutting the belt-like material while sucking the belt-like material by arranging a suction mechanism, and connecting the belt-like material to a succeeding belt-like material.

CONSTITUTION: A belt-like material T delivered from a winding belt 9 is supplied via a deflecting roller 5. A splice member 2 is fixed to a swinging arm 3, and waits by above the belt-like material T. The splice member 2 is a cylindrical shape, and a suction zone 4 is formed on an outside surface. When replacing the belt-like material T, the splice member 2 is moved downward along a circular arc S to suck and capture the belt-like material T. Next, the belt-like material T is cut by a cutter 11, and the splice member 2 is returned to an upper waiting position. Next, a new belt-like material T is inserted into a holder, and the splice member 2 is contacted with the belt-like material T. An adhesive is arranged in a winding start place of the new belt-like material T to connect the belt-like material T captured by the splice member 2.
