The device for forming the substance collection hole in soil in a service station comprises a frame body formed vertically on the ground, an electric driving part for driving a drill body and a drill which are vertically movably formed in the frame body, and a stopper which restrict the electric driving part to fall further exceeding a specific distance apart from the ground. The device for forming the substance collection hole has further a means formed in the frame body and stopping energization to the electric driving part when the frame body is tilted. The frame body has a wheel for movement.
