The device 10 includes a parameter receiving part 11 for receiving an input of parameters for generating the filling schedule; a condition receiving part 12 for receiving an input of information indicating a set period; a filling time decision part 14 for deciding the first filling time on the basis of a difference between an inventory period until the stocks are run out at each point of the schedule period and a period for not being out of stock; a filling amount decision part 15 for deciding a filling amount at the first time of filling so as to eliminate the difference by calculating the difference between the inventory period at the first time of filling and the set period; and an output part 16 for outputting information indicating the time of filling and the amount of filling.
