To provide a device using electrostatic field and light beam for hair growth and facial treatment, which has higher effects on beauty and satisfactory safety.
The device comprises a plurality of electrodes 3, 4, 5, 6 and 7 for applying a pulsed electrostatic field to a skin of a head or a face in a human body, and a plurality of LEDs 9 for emitting a light with a center wavelength of 630 to 700 nm to the skin of the head or the face in the human body.
