To provide an on-vehicle navigator which is not only accessible to the driver of a vehicle, but also to a fellow passenger.

A console 200 is provided with a display screen 202, a power switch 204, function keys 206-216, and a fellow passenger access key 218 which is provided on the side face of the console 200 which is far from the driver of a vehicle. While the vehicle runs, the access key 218 must be kept pressed continuously while the function keys 206-216 are used. The access key 218 can be positioned separately form the console 200 in such a state that the key 218 can be used easily by a fellow passenger sitting on the passenger seat of the vehicle, but the driver is not substantially able to perform access to the key 218.
