To avoid deterioration in image quality of received picture that is decoded and reproduced due to a transmission error in a moving picture coder and a moving picture coding method that apply high efficiency coding to a moving picture.
The moving picture coder is provided with a coding processing section 2 including a DCT arithmetic section 5 that divides one image pattern of a moving picture from a frame memory 1 into a plurality of blocks and applies coding processing to them under the control by a control section 4, a quantization section 6, a variable length coding section 7 and a transmission control section 8, the coding processing 2 adds a header to a group consisting of a plurality of blocks of coded data resulting from coding processing while selecting a size of one pattern or a size of each block and a transmission control section 8 inserts block division information denoting a size of one pattern divided into a plurality of headers or a size of each block to each block and the result is transmitted via a buffer memory 3.
