Abstract:

PROBLEM TO BE SOLVED: To provide a device and a method for controlling a flow rate capable of stabilizing a system when anomaly occurs with flow regulating equipment such as pumps, valves, and gates installed in a water channel for transporting water between a plurality of pints.
SOLUTION: When detecting the equipment anomaly by a trouble detection means 15, an equipment controller 1 obtains, by a calculation means 16, the target water level for each pipeline in an equilibrium obtained based on the controllable flow rate by sound equipment at a trouble-occurring point, from a flow control based on a previously prepared control schedule. Then, the water level is switched to the obtained level as a target to rapidly stabilize the water level.
