After a small lifting machine 10 is attached on a working scaffolding 6 installed in a hoistway 1, a balance weight 13 temporarily placed in a landing B side is gripped by a gripping tool 12 provided in the top of the lifting machine 10 to be suspended, then the lifting machine 10 is slid and the balance weight 13 is loaded in a balance weight frame 8. After a proper number of balance weights 13 are loaded in the balance weight frame 8, a chain block 9 is operated to move the balance weight frame 8 downward by a specified amount, and then the work of loading the balance weights 13 using the small lifting machine 10 is resumed.
