In regard to the role requirement competency, both essential and expected levels are registered. A Web server 200 secures the matching between the role requirement competency information and the personal competency information and selects the human resources suitable to the relevant roles or the roles suitable to the relevant human resources to display them on a client device 601, etc., of a user.
