To provide a thread package manufacturing device capable of reducing repair in a post-processing step, reducing the cost for treating scrap, and increasing the number of reuse of a bobbin in the tail bunch winding.
When the thread is changed, the traveling thread is guide so that the thread is not brought into contact with an empty bobbin at the winding position before the thread reaches the thread-handler position when shifting the traveling thread by a thread-handler guide outside the traversing width of a traverse device. When the thread reaches the thread-handler position, the thread is changed by guiding the thread while reducing the length of a passage of reeling the traveling thread so as to be brought into contact with an empty bobbin to hold the thread by a thread holding part of the empty bobbin. The traveling thread is held by the thread holding part, the traveling thread is released from the thread-handler part of the thread-handler guide when the traveling thread is wound around the empty bobbin. The traveling thread is regulated by a thread guide groove formed in a touch roller, and the traveling thread is guided within the traversing width of the traverse device while holding the traveling thread in the groove bottom direction of the thread guide groove.
