PROBLEM TO BE SOLVED: To provide a device and method for accurately measuring transmission power of a mobile terminal saving labor and for checking operations of the mobile terminal on the basis of the result of measurement.
SOLUTION: A setting means 3 sets the number of changes in transmission power and a changed quantity of transmission power in a transmission request to a mobile terminal 14 being a measurement object. A request means 5 requests the mobile terminal 14 to transmit the number of changes in transmission power and the changed quantity of transmission power set by the setting means 3. A reception circuit 7 receives the transmission power sent from the mobile terminal 14 in response to the transmission request by the request means 5. A slot detection means 10a detects the slots from the mobile terminal 14 on the basis of an output signal from the reception circuit 7. A slot power detection means 10b detects the power of each slot detected by the slot detection means 10a and/or an inter-slot power changed quantity. A decision means 11 compares the detection result of the slot power detection means 10b with the setting information of the setting means 3 to decide the operation of the mobile terminal 14.
