To provide a device and a method for observing the surface of skin by which the skin condition of the surface to be observed of the facial skin or scalp of a subject can be recognized regardless of the light and darkness of the surface to be observed by using one skin surface observing camera.

The device for observing surface of skin is provided with polarizing filters 40, 42, and 44 which remove regularly reflected light components from the reflected light reflected by the surface of the facial skin or scalp of the subject when the surface is irradiated with light from a light emitting diode 38 by changing the relative luminous intensity of the diode 38 by using a luminous intensity adjusting knob 18. The filters 40, 42, and 44 are adjusted in angles in accordance with the relative luminous intensity.
