An interactive control part 91 reads an interactive history related with the result of the semantics understanding of the utterance of a user through a weighting part 92 from an interactive history storing part 93, and receives the weighting value of the interactive history applied from the weighting part 92, and generates information indicating the semantics of a response sentence as a response to the utterance of the user by using the interactive history in the priority order corresponding to the weighting value. That is, the interactive history storing part 93 stores the history (interactive history) of conversation with the user. The weighting part 92 calculates the weighting value of the interactive history read from the interactive control part 91, and supplies it to the interactive control part 91.
