Data of walking distortion is stored in a walking distortion data base 20. The walking distortion data is the data of walking motion measured when walking balance is purposely disturbed by preparing a large number of specimen insoles for which raise adjustments with prescribed notching are made at each fitting point on the insole of a person having no walking impairment. Then, walking motion is measured by having the user wear a walking measuring instrument 10 such as an acceleration sensor. A comparison is made, by a retrieval processor 31, between the walking motion data obtained and the walking distortion data of the walking distortion data base 20, with the closest data retrieved. Thereafter, on the basis of the fitting points and the raise heights of the specimen insoles on which the walking distortion data is formed, the most suitable fitting point and raise height for the user are determined by a decision processor 32.
