A data transmission completion time predicting means 14 of a data receiver 2 predicts the end time of data transmission of a preceding data transmitter 1. The data receiver 2 reports the instruction of transmission to the other data transmitter 1 and while utilizing the transmission end time information contained in the transmission instruction, the preparation of transmission is started by activating a transmission control means 6 earlier than the end time of preceding data transmission just for the time required for preparation for sending data while using a data transmission control time determining means 12 of the other data transmitter. Under the control of the transmission control means 6, a data transmitting means 7 starts transmission just after the end of preceding transmission.
