This device is provided with: a first reaction vessel 10 for receiving a porous microbial treatment medium, water for the treatment (such as raw water to be treated and recycle treated water) and charged organic waste and then alternately performing aerobic fermentation and anaerobic fermentation of the mixture of the received materials in such a way that first the mixture is aerated to subject it to aerobic fermentation for a specified period while agitating it with an agitator 16 and then the aeration and agitation are stopped and thereafter the resulting mixture is subjected to anaerobic fermentation for a specified period; an aeration treatment vessel 30 for aerating the treated water containing organic matter decomposed in the first reaction vessel 10 to perform aerobic fermentation of the treated water; a settling treatment tank 40 for settling and separating inorganic matter, sand, etc., in the aeration-treated water containing organic matter treated in the aeration treatment vessel 30; and a second reaction vessel in which a porous microbial treatment medium is placed at the bottom so as to cover the bottom and which is used for subjecting a supernatant liquid containing organic matter taken from the upper layer of the liquid subjected to settling separation treatment in the settling treatment tank 40 to anaerobic fermentation treatment.
