The packing and filling apparatus for filling a tubular packaging material with a liquid food from a filling pipe includes: a sensor for detecting the liquid level as a device for regulating a liquid level; a control means for outputting a flow rate regulating signal based on a condition coefficient and an environmental formula; a flow rate regulating means for opening and closing the flow rate regulation valve to regulate the flow rate of the filling pipe; and a determination means for determining the condition coefficient and the environmental formula to output a determination signal.
