The device has a motor 28 for rolling up a ribbon which is connected with a rolling up bobbin 20 through the torque clutch, an encode plate 22 and a photo sensor 23 for measuring a rotational velocity of the rolling up bobbin 20 and a control section 24 that controls a driving velocity of the motor 28 for the rolling up bobbin whose specified torque acts on the torque clutch in accordance with the result of detection by the photo sensor 23.
