A delay time change analyzing part 105 extracts a frequency component of temporal fluctuation (delay time change) of a delay time until a wide-band pulse signal is reflected by a reflection source and received as an incoming wave after the pulse signal is transmitted, and a reflection source determining part 106 determines whether the reflection source of the incoming wave is a moving body with breathing and heartbeats, such as a human body, or a fixed object such as a wall or an article, based on the frequency component of the temporal fluctuation (delay time change) of the delay time of an inputted incoming wave. By using a wide-band UWB pulse signal as a transmission pulse, besides, the incoming waves are separated on the time axis, and therefore it is possible to detect the suspicious persons invading an area and to detect the number of the suspicious persons.
