To provide a method and program which easily creates a failure diagnosis rule, and to provide a device which can diagnose a failure without manpower.
A diagnosis tree for a diagnosis target instrument is prepared. Relevant measurement items and names of parts are also prepared. The prepared diagnosis tree is transformed to a failure-mode influence analysis chart. In this step, a failure-mode influence analysis chart/diagnosis tree (with measurement items), which is consistent and checked, can be created. A diagnosis rule is created using the created failure-mode influence analysis chart/diagnosis tree (with measurement items) and past failure cases. The diagnosis rule is checked and completed by simulated diagnosis using simulated data which is created from the failure-mode influence analysis chart/diagnosis tree and data at normal mode. The created diagnosis rule is built in a device which can diagnose a failure from sensor measurement data.
