To solve the problem that achievement of service for notifying a user using an existing POTS terminal of the occurrence of a disaster requires remodeling of user-side equipment such as the POTS terminal when the POTS terminal is accommodated in an IMS/MMD network.
On reception of emergency disaster information, an application server 6 provided in an IMS/MMD network 10 analyses the emergency disaster information to determine POTS terminal 1 required to be simultaneously called and transmits an INVITE message having information about the emergency disaster information described in an SDP, to the POTS terminal 1. An SIP-AGW 2 being a gateway for protocol conversion between an SIP protocol and a subscriber's line signal sends a ringing tone indicating a call due to an emergency disaster, to the POTS terminal 1 as call destinations if information about the emergency disaster information is described in the SDP of the received INVITE message.
