In underground facilities of the disaster prevention embankment, at least environmental treatment facilities, storage facilities and lifelines are provided. On a slope face on a seashore side of the disaster prevention embankment, a stair-like evacuation road and a slope-like evacuation road are provided at a fixed interval. Means of constructing the disaster prevention embankment on the wayside, means of constructing the disaster prevention embankment in a square shape to be surrounded on the periphery, and means of connecting and constructing the disaster prevention embankment in the square shape are adopted.
