In an information transmission system 110 transmitting the disclosure information onto the network 140, a change monitoring program 161 monitors whether a contents change of the disclosure information under a disclosure directory 153 is generated or not, and transmits address information of the disclosure information 152 to a computer system 120 when the contents change of the disclosure information is generated. The computer system 120 accesses the disclosure information 152 shown by the address information transmitted from the information transmission system 110 to store contents certificating information related to the disclosure information 152 in a disclosure information archive 182.
