A mini chip card 1 is fixed detachably on a carrier sheet 3 using a form sheet via an adhesive layer in the stage before initial data writing. When sending the mini chip card 1, the mini chip card 1 is detached from the carrier sheet 3 so as to be fixed to a predetermined position of a dispatching base paper 4. With respect to the dispatching base paper 4, necessary data such as an outside address including a user's address and name, phone number, ID number, member's number inherent to each mini chip card 1 are printed, and the necessary data are written on the mini chip card 1. The dispatching base paper 4 is folded in a Z-shape, enclosed in an envelop, then mailed to the user.
