The dispersing device (700) comprises a cylindrical casing (701) in which a passage (704) allowing the raw material toner powder to pass through is formed, a member to be collided (702) formed in a shape of an almost triangular pyramid and installed in the passage (704) so that its sharp tip is located on the upstream side of the passage (704), a jet portion (703) installed so that a vortex flow (an air flow) can be generated in the passage (704). The dispersing device (700) is attached to the classifier (600) so that aggregates of the raw material toner powder from a crushing device can be dissociated beforehand.
