When receiving a page request from a terminal 7 to the destination of a Web site server 9, a proxy 6 transmits the page request to a Web site server 9 and a request analyzing part 3b, and when receiving an information request from the terminal 7 to the destination of a retrieval engine part, the proxy 6 transmits the information request to the retrieval engine part and a request analyzing part 3b. The request analyzing part 3b acquires the acceptance time of the page request from a timer 3a, and acquires the acceptance time of the information request from the timer 3a. The request analysis part 3b decides a time from the acceptance time of the page request to the acceptance time of the information request as the display time of the Web page requested by the page request.
