When one of wholesale dealers 4-1 to 4-m orders a commodity of one of shipment agent 2-1 to 2-n based on a production information indicated on a Web site of a management agent 1, the management agent 1 transmits the ordering information of the commodity to a printer provided in the shipment agent and a mediation agent 3 via the Internet 6 and the printer issues a shipment instruction note. Thereafter, the shipment agent adheres the shipment instruction note issued by the printer to the commodity and ships the commodity to the mediation agent 3, based on the shipment instruction note. The mediation agent 3 delivers commodities shipped from the shipment agent to a wholesale dealer ordering the commodity of from among wholesale dealers 4-1 to 4-m, based on the ordering information of the commodity transmitted from the management agent 1.
