A planar cover member 6 consisting of an elastic material is provided with a planar base member 5 having formed lock parts 8 respectively at the both side parts and also having suspended engagement pieces 9 on a lower surface and the cover member 6 is also provided with lock pieces 11 which cover the upper part of the base member 5 and which is locked to the lock parts 8 of the base member 5 at the both side parts. A division line member 4 is provided with the planar cover member 6 and also a support member 14 which is formed nearly in a U shape and has engagement parts 15 to be engaged with the engagement pieces 9 of the base member 5 at the both ends. The division line member 4 is embedded so as to permit the upper surface of the cover member 6 to be coincident with the ground level.
