A hole 31 for passing the dowel 5 is provided at a dowel fixing pedestal 3. Then, the dowel 5 is fixed so as to pass the hole 31 to protrude to an inside of a form 1, and a hole is formed at concrete 7. The dowel 5 is inserted into the hole 31 of the pedestal 3 of the form 1, and a fixing hole 52 of a flange 51 is mated to a female threaded part of the pedestal 3. The dowel is clamped by a bolt 4, the form 1 is assembled, concrete is placed, heated and cured. In the process of heating and curing, since a delicate gap is formed between the dowel 5 and the concrete 7 due to a difference of the thermal expansion coefficients of the concrete 7 and dowel 5, the dowel 5 can be simply drawn from the concrete 7 part particularly without applying force.
