PURPOSE: The titled cosmetic that is mainly composed of capsules in which oily cosmetic components are capsulated with films containing a water-soluble saccharide and a water-soluble polymers, thus being handy to carry, because it has high storage stability and giving good feeling, when applied, because it is not greasy, but appropriately moist.
CONSTITUTION: At least one of water-soluble saccharides selected from lactose, sucrose, dextrin or the like and at least one of water-soluble polymers such as polyvinyl alcohol are dissolved in water and the water phase and the oil phase containing cosmetics are emulsified so that the emulsion particles have a size of less than 20μm, preferably less than 2μm on the average, then the emulsion is dried to give fine capsules. The resultant capsules are mixed with usual base such as olive oil or squalene and perfumes for cosmetics. The weight ratio of the saccharide to the polymer is 20:1W1:5.
EFFECT: On the reconstitution, it shows excellent dispersibility, causes no phase separation of the oil component, moreover it does not need addition of a preservative.
