A pedal lever 7 is provided at the front of a frame 1 so as be swingable, while a swinging wheel 10 is provided below the frame 1. A guide wheel 17 which is resiliently head by a spring is disposed at the rear of the wheel 10 so as to be inclined sideward. A cable such as chain 11, one of ends of which is connected to an end fitting is passed around the wheel 10, and further the other end of the cable is wound around a drive wheel such as sprocket from the upper surface thereof so as to be extended forward via the lower surface thereof and then turned rearward via the guide wheel 17, following which the cable is connected to an end member 20.
