A diode 58 is provided in a direction for realizing charging of a capacitor 32 from the fuel battery 30. The capacitor 32 having the maximum value of a using voltage higher than a voltage between the open terminals of the fuel battery 30 is connected in parallel with the fuel battery 30. The cut-off of the fuel battery 30 by a circuit breaker 56 is not performed irrespective of the control of a motor 36 or the voltage between the terminals of the capacitor 32. If the motor 36 is regeneratively controlled, when the voltage between the terminals of the capacitor 32 is near the voltage between the open terminals, it is controlled that the regenerative power by the motor 36 becomes large. As a result, the generation of the rush current capable of being generated when the cut-off fuel battery 30 is connected, can be prevented, and the operating efficiency of the fuel battery 30 can be maintained high by passing through the range of the low operating efficiency of the fuel battery 30 in a short time.
