This device is provided with 1st and 2nd cylinders 1, 2, a pipe 3 which communicably connects one of chambers 10, 11 in the 1st cylinder 1 and one of chambers 20, 21 in the 2nd cylinder 2, and a pipe line 4 which communicably connects the other one of the chambers 10, 11 in the 1st cylinder 1 and other one of the chamber 20, 21 in the 2nd cylinder 2, and a rotary type fluid pressure equipment 5 is inserted at least in one of the pipe lines 3 and 4. The 1st and 2nd cylinders 1, 2, the pipe lines 3, 4, and the rotary type fluid pressure equipment 5 are filled with fluid, and at least one piston rod of either the 1st cylinder 1 or the 2nd cylinder 2 is extended or retracted by an external force.
