To simplify manufacture and assembling of a retarder and a transmission by arranging a seal member on an outer wall of a transmission housing, and separating a lubricant of the transmission from a working medium of the retarder.
A retarder 3 is preassembled as an independent unit, and is installed on a retarder shaft 2.1 from outside. A cover 2.3 has an outside boundary surface 2.6, and also has an inside boundary surface 2.7 after a retarder constituting unit 3 is installed on it, and these boundary surfaces are inserted into a corresponding notch of a retarder housing 2.2. The cover 2.3 also has a seal 2.8. This seal 2.8 has two functions. That is, this seal first seals an annular clearance between the cover 2.3 and the retarder shaft 2.1 to driving oil, and also seales it to a working medium (a cooling medium) of the retarder 3.
