A cooling and/or heating device can desorb a working medium from a suction material in a suction bath 1 preferably at a low temperature of approximately 100°C. More specifically, when a means for vaporizing and evaporating the working medium at a low temperature is to be provided in the bath 1 where the suction material is accommodated so that the suction material can be dried at a low temperature, the atmospheric or indoor air is dehumidified, for example, by a dehumidification means 21 such as a dehumidification machine, and then is heated by a heating means 22 such as a heater so that the dehumidified and heated atmosphere or indoor air can be introduced. For further improved efficiency, the atmospheric and indoor air being discharged from the bath where the suction material is accommodated is preferably dehumidified, heated, and circulated again.
