To reduce the number of data transmission for correcting the propagation delay fluctuation between a low-height orbiting satellite and the earth, simplify the system and improve the line utilization efficiency.
A satellite position calculator 22 calculates the position of a satellite from its orbit information and time information in frames established by a baseband processor 31, and a communication distance calculator 23 calculates the communication distance between the satellite and its own station. A propagation delay calculator 24 calculates the propagation delay time between the satellite and the input of a delay fluctuation corrector 20, and a buffer accumulating time calculator 25 calculates the buffer accumulating time from a maximum propagation delay time between a predetermined satellite and a slave station and a given propagation delay time by the delay calculator 24. A read controller 28 reads data one after another from a buffer 26, starting from a data with a maximum propagation delay time, i.e., one reaching the buffer accumulating time.
