To take a report from a victim as the truth for confirming an occurrence of a crime, by constructing a system for a neighborhood community to cooperate to give information, and by using simple and small wireless communication devices as well as telephones as reporting devices for a means of confirming the occurrence of the crime with use of a GPS, because it is necessary for the police to know date and time, place, type of a crime, and detailed account/situation of a crime in order to identify the crime while sirens and the like for schoolchildren and women, currently sold in the market as means for preventing a crime, are devices only for generating or sending sound.

By installing a receiver with an antenna/alarm device in an existing or new vending machine and recognizing a signal that a victim sends when a crime occurs, alarm with large sound and/or recording images by a camera start. At the same time, there is provided a function of recording and transmitting information, such as ID of a sender, date and time, place, type of report from the ID.
