To provide a product excellent in quality and having no defect on dignity and no defect on configuration by making the treating agent stuck quantity (wt.%) of an elastic thread practically uniform from an innermost layer section to an outermost layer section.
A treating agent sticking facility 26 is provided between a first field roll 24 and a second field roll 25, or in the front of the first field roll 24, or behind the second field roll 25. A multi-filament thread 31 is then wound by a winder 41 to form an elastic thread wound body 51. When the elastic thread 31 is wound on a tube, the quantity of the treating agent applied to the elastic thread 31 between the winding start and winding end is changed, thereby the stuck quantity of the treating agent can be made practically uniform in any layer from the innermost layer section to outermost layer section of the thread wound body 51.
