To effectively use adhesive force/regenerative brake force and reduce the amount of friction of a brake shoe while maintaining comfortableness in a riding, by suppressing electric control failure caused by repeated slide readhering control by repeating control action for surely readhering within a short time through controlling of electric brake force 5.
Only when the lower limit value of electric brake force command required for readhering which is calculated is predicted to drop to the level for possibly causing electric control failure or below when sliding is detected, the regenerative brake force command received from a brake receiver as a regenerative brake force feedback signal is returned as it is to the receiver during a certain period. Thus the air brake force is not refilled to the level or higher at the time point of detecting sliding, to surely avoid electric control failure, while readhering is surely controlled only by the control of the electric brake force.
