As the charging progresses and when a cell voltage detecting part 61 detects that the cell voltage has reached a given voltage, i.e., the charging has been completed, the CPU 39 displays the completion of the charging on the LCD 6 and resumes receiving inputs from the operation key 7 or the touch tablet 6A.
