A hybrid capacitor 1 includes: an electrochemical cell 10 which includes a positive electrode 2, a negative electrode 3 which is disposed facing the positive electrode 2, an electrolytic solution 6 in which the positive electrode 2 and the negative electrode 3 are immersed, and a cell 5 where the positive electrode 2, the negative electrode 3, and the electrolytic solution 6 are enclosed; a liquid seal device 12 which includes a hydrophobic sealing liquid 14 and a sealing tank 15 where the sealing liquid 14 is accumulated; and an exhaust pipe 13 where one side end part is connected with the electrochemical cell 10 and the other side end part is disposed in the sealing liquid 14.
