PROBLEM TO BE SOLVED: To provide a hydrogen generation device that generates hydrogen.SOLUTION: A hydrogen generation device 10 comprises: a first electrode 11 that comprises a catalyst ground layer 11a formed of an ion-bonding conductor, and a photocatalyst layer 11b formed of apatite comprising a titanium ion as a metal ion and put on the catalyst ground layer 11a; and a second electrode 12 that is electrically connected to the first electrode 11 and has a hydrogen generation catalytic function.
