An electrolytic cell includes at least one electrolytic electrode 7 and a sidewall part 17. The electrolytic electrode 7 configures a first inner surface of the electrolytic cell. The sidewall part 17 configures a second inner surface of the electrolytic cell, the second inner surface facing the first inner surface. The sidewall part 17 has a first level difference part 45 so that a distance between the first inner surface and the second inner surface becomes wider at an upper part of the electrolytic cell than at the bottom side part. The first level difference part 45 is provided such that, when an electrolyte is stored in the electrolytic cell to be electrolyzed and bubbles are generated from the first inner surface, the bubbles are convected in the electrolyte between a liquid level 41 and the first level difference part 45 due to the buoyancy of the bubbles.
