When a coil 14 is applied with a current, in the direction to cancel the magnetic flux generated at a turning shaft 12, to excite the coil 14 so that the upper side of the turning shaft 12 comes to be N-pole, the magnetic flux from a magnet 13 combines with that from the coil 14 for saturation at a connection yoke 11c. The magnetic flux leaks to the magnet 13 from an upper corner part 111d and a lower corner part 112d to repel against the magnetic pole of the magnet 13, allowing the turning yoke 11 to rotate counterclock. When energization of the coil 14 is interrupted, the magnetic flux of the magnet 13 flows in the turning yoke 11 for attraction, and the turning yoke 11 rotates clockwise to restore the initial state.
