PURPOSE: To secure holding at the time of concluding the setting without increasing a holding force at the time of concluding the resetting.

CONSTITUTION: An electromagnetic relay 10, of which main contact part 2 is opened and closed by exciting a setting or resetting coil 1a of a bi-stable electromagnet 1 on the basis of a pulse signal so as to drive a movable part 3, and a control unit 20 having a switch element 6 for opening and closing both the coil current and a control circuit 7 for transmitting the control signal to the switch element 6, are provided. A position detecting means 30 for detecting the position of the movable part 3 displaced from the set condition or the reset condition is provided, and the control circuit 7 transmits the control signal so that the coil current is flowed to the switch element 6 when the position detecting means 30 outputs.
