To provide an electronic bill managing method managing electronic bills safely while providing a plurality of systems which manage electronic bills for balancing loads.

In the electronic bill managing method, a bank A requested to draw an electronic bill stores information on the electronic bill in a bill draw table 121 and issues an IC card 400 where a bill number etc., for discriminating the information is electronically signed. A bank B requested to collect money by presenting the IC card 400 verifies the electronic sign of the bill number etc., stored on the IC card 400 and further collates it with the information stored in the bill draw table 121 at the bank A to confirm that the information stored on the IC card 400 is legal and then performs necessary processing.
