A main control section rotates and stores generated three or more individual identification values, calculates a command value and random number value of control command information by arithmetic operation, extracts an individual identification value corresponding to a calculated result storage order, adds the individual identification value to history data by an addition method, generates authentication information, and transmits the generated authentication information to an output stage. The output stage decides the storage order based on the control command information and the authentication information. The output stage specifies the individual identification value of the storage order to be extracted by the main control section, based on the command value of the control command value received, extracts the history data for authentication from the authentication information based on an expectation value matching the individual identification value, generates output stage authentication result data representing the authentication result of the main control section which has the determination result of the history data for authentication and history data of the output stage side, and transmits the output stage authentication result data to a peripheral section.
