To facilitate function writing, etc., of each function block constituting an electronic exchange by allowing a host controller part for controlling a function block part for realizing a prescribed function to write logic data corresponding to the function of the function block part to the function block part.
A host controller part 101 first reads identification information of a function block part 104 through a control bus 103 in order to discriminate the kind of the part 104 to be the writing object of logic data. Upon recognizing the kind of the block 104 of the writing object, the part 101 downloads logic data to the part 104 corresponding to each part 104 from a maintenance terminal device 105 having the logic data. Thus, the logic data is batch-downloaded to the part 104 from the part 101.
