An electronic manual output system includes: an editing control part 113 which performs control to disable a plurality of users to edit each page of an electronic document simultaneously; a configuration information recording part 114 which records configuration information associated with configurations of respective sentences included in the electronic document; an output selection part 116 which receives selection information on a specific output form and a specific output template selected out of a plurality of output forms and a plurality of output templates for outputting an electronic manual from the electronic document; a configuration information conversion part 115 which converts the configuration information so as to obtain a specific configuration when the electronic manual is output from the electronic document; and an output part 117 which outputs an electronic manual excluding comment information based upon the converted configuration information.
