A thermoelectric cooling device 13 is mounted on the metal case 11, the lead members 18 of the part, element (capacitor element) 12 are made to penetrate through the sealing member 15, and the tips of the lead members 18 are bent so as to extend along the surface of the electronic part opposite to a surface-mount board.
